From the supplier: Regulatory problems occur when two government agencies fail to coordinate with each other in implementing policies. A model that focuses on the social and financial costs in the health service industry indicates that coordination failures between the Health Care Financing Administration (HCFA) and the Agency for Health Care Policy and Research (AHCPR) lead to excessive costs and lesser quality health service. Immoral practices of physicians and health insurers also contribute to excessive costs.
