From the supplier: An analysis of utilization in the Medicaid program, by actuarial firm Milliman & Robertson, revealed that health care price controls in fact raise costs instead of lowering them. In a study commissioned by the Council for Affordable Health Insurance, utilization rates for the federally run and price-controlled Medicaid program were found to be three times higher than those for private insurance.
