Although dietary risk is only one of five nutrition risk categories, it is the category most commonly reported among WIC applicants. This paper presents the first national estimates of the effects of the SCHIP expansions on insurance coverage. Using CPS data on insurance coverage during the years 1996-2000, we estimate instrumental variables regressions of insurance coverage. Our regression results imply that 9% of children meeting income eligibility standards for SCHIP gained public insurance. While low, our estimates indicate that states were more successful in enrolling children in SCHIP than they were with prior Medicaid expansions that were focused on children just above the poverty line. Medicaid and the State Children's Health Insurance Program (CHIP) pdf

The President is required each year to submit a comprehensive federal budget proposal to Congress before the first Monday in February. The House and Senate Budget Committees then develop their respective budget resolutions. Based on these budget resolutions, House and Senate Appropriations committees reconcile their budget resolutions and file a joint budget agreement. Although not binding, the resolution provides a framework for consideration of the 12 separate appropriations bills that would fund FY2010 federal spending, beginning October 1, 2009.

In presidential transition years, the timeline for the administration to submit a budget proposal is altered. President Obama was inaugurated on January 20, 2009. An outline of the President’s first budget was submitted on February 26, 2009. The Obama Administration issued a detailed FY2010 budget appendix May 7, 2009.
