Restoring Fiscal Sanity 2007 pdf
Description

Exceeding trillion annually, health care spending in the United States is growing significantly faster than the national economy. If left unchecked, this health spending crisis will threaten Americans' ability to pay for other essential services. Driven primarily by the cost of benefits promised to seniors under Medicare and Medicaid, federal health expenditures will force lawmakers to make stark policy decisions. In this third volume of Restoring Fiscal Sanity, policy experts suggest ways to slow the growth of federal spending on health care. Unless federal health spending can be brought under control, Americans will face substantially higher taxes, sharp reductions in other government programs, and cuts in benefits to the elderly. Families, businesses, and communities will be forced to make agonizing choices between health care and other needs. Focusing on policies that do not shift costs to the states or the private sector, the authors of Restoring Fiscal Sanity 2007 suggest refo Download Restoring Fiscal Sanity 2007 for free via rapidshare, mediafire, 4shared, dropBox, uploading, fileserve

From the author: Long-term federal outlays for Medicare and Medicaid are projected to increase in the future because of the interaction between demographics and program eligibility. However, the magnitude of the projected increase depends almost entirely on the assumption about "excess cost growth." This growth factor is an unexplained residual--the gap between growth in per-beneficiary program outlays and growth in GDP per capita not explained by demographics alone. In the last several decades, excess cost has been positive and significant on average, though the annual pattern is volatile. Budget Control Act pdf
Description

The Budget Control Act of 2011 (BCA; P.L. 112-25) established new budget enforcement mechanisms for reducing the federal deficit by at least .1 trillion over the 10-year period FY2012-FY2021. The BCA places statutory limits, or caps, on discretionary spending for each of those 10 fiscal years, which will save an estimated .9 trillion during that period. In addition, it creates a Joint Select Committee on Deficit Reduction (Joint Committee), which is instructed to develop legislation to reduce the federal deficit by at least another .5 trillion through FY2021. If Congress and the President are unable to enact a Joint Committee bill by January 15, 2012, that reduces the deficit by at least .2 trillion over the period FY2012-FY2021, then automatic annual spending reductions would be triggered beginning in FY2013. They would be achieved by lowering the caps on discretionary spending and by an automatic across-the-board cancellation of budgetary resources (i.e., spending cuts) for n Download Budget Control Act for free via rapidshare, mediafire, 4shared, dropBox, uploading, fileserve

The Politics of Public Budgeting pdf
Description

Public budgeting is inherently political: too often, short-term partisan goals overrun long-term public interest. By presenting federal, state, and local budgeting within a clear, comparative framework, Rubins classic text focuses on the issues of federalism and the political jockeying that influences all governmental budgets. Updated throughout to account for recent issues in budgeting, the sixth edition includes coverage of the Alternative Minimum Tax controversy, mayoral vetoes, state legislatures role in the budgeting process, conflicts between inspectors general and executives, PART evaluations, and more. In addition, Rubin now pays even greater attention to budgeting within state and local systems, incorporating examples from across the nation and better preparing students for future careers at all levels of government. Analyzing each strand of the decision-making process, Rubin shows the extraordinary coordination involved in passing a budget and achieving accountability.
