Health Reform Without Side Effects pdf
Description

Health reform designs from the current administration and from Congress propose some dramatic and far-reaching changes and alternatives to the current system. Are these new models the best, or are there other alternatives better matched to actual needs and with fewer adverse side effects? Can the current individual market serve as a foundation for reform, or must it be swept away in a root-and-branch change and replaced with something entirely new? In Health Reform without Side Effects, Mark V. Pauly offers a detailed look at the individual insurance market in the United States. He explains how it works, suggests approaches to improvement that build on what currently works well, and provides a realistic assessment of how much improvement we can demand and expect. Pauly concludes that, although there are some serious deficiencies in today's individual insurance market, the current criticisms are overly harsh, often based on anecdote and speculation rather than fact, and ignorant of some Download Health Reform Without Side Effects for free via rapidshare, mediafire, 4shared, dropBox, uploading, fileserve

Private Health Insurance Market Reforms in the Patient Protection and Affordable Care Act (ACA) pdf
Description

The private health insurance provisions in the Patient Protection and Affordable Care Act (P.L. 111-148, ACA, as amended) include market reforms that impose requirements on private health insurance plans. Such reforms relate to the offer, issuance, generosity, and pricing of health plans, among other requirements. ACA’s market reforms largely focus on the individual and small group health insurance markets, and in this report the reforms have been grouped by effective dates: “immediate” market reforms that become effective prior to the full implementation date of ACA, and reforms that become effective on the full implementation date (January 1, 2014). ACA requires implementation of a number of reforms prior to its full implementation date (i.e., prior to plan years beginning on or after January 1, 2014). “Immediate” reforms include a process to review unreasonable rate increases; an Internet portal to assist consumers in identifying coverage options; prohibition on lifetime l Download Private Health Insurance Market Reforms in the Patient Protection and Affordable Care Act (ACA) for free via rapidshare, mediafire, 4shared, dropBox, uploading, fileserve

Public Insurance and Private Markets pdf
Description

As America debates the merits of government-provided health insurance, it is important to note that the U.S. government is already the largest insurance provider in the world. For decades, it has used taxpayer funds to support the world's largest health care insurance programs (Medicare and Medicaid) as well as the biggest pension and disability insurance system (Social Security). The recent economic crisis has prompted the government to dramatically increase its insurance role by assuming large equity positions in private firms and bailing out troubled mortgages buyers and sellers. Do these public insurance programs improve social welfare? Or does government intervention risk moral hazard and result in inefficient programs that would be better handled by the private sector?

In Public Insurance and Private Markets, leading economists critically examine the government's role in insuring against pension fund shortfalls, crop losses, property damage from floods and other natura Download Public Insurance and Private Markets for free via rapidshare, mediafire, 4shared, dropBox, uploading, fileserve

Coverage Matters pdf
Description

Roughly 40 million Americans have no health insurance, private or public, and the number has grown steadily over the past 25 years. Who are these children, women, and men, and why do they lack coverage for essential health care services? How does the system of insurance coverage in the U.S. operate, and where does it fail? The first of six Institute of Medicine reports that will examine in detail the consequences of having a large uninsured population, "Coverage Matters: Insurance and Health Care", explores the myths and realities of who is uninsured, identifies social, economic, and policy factors that contribute to the situation, and describes the likelihood faced by members of various population groups of being uninsured. It serves as a guide to a broad range of issues related to the lack of insurance coverage in America and provides background data of use to policy makers and health services researchers. Using Taxes to Reform Health Insurance pdf
Description

Few people realize that one of the nation's largest health programs runs through the tax system. Reformers of all stripes propose to modify current tax rules as part of larger programs to increase coverage and control costs. Is the current system working? Will tax-based reforms achieve their goals? Several of the nation's foremost experts on taxation and health policy address these questions in "Using Taxes to Reform Health Insurance", a joint product of the Urban-Brookings Tax Policy Center and the American Tax Policy Institute.Led by respected economists Henry Aaron of the Brookings Institution and Leonard Burman of the Urban Institute, contributors examine the role taxes currently play, the likely effects of recently introduced health savings accounts, the challenges of administering major subsidies for health insurance through the tax system, and options for using the tax system to expand health insurance coverage. No taxpayer or consumer of health care services can afford to ignor Download Using Taxes to Reform Health Insurance for free via rapidshare, mediafire, 4shared, dropBox, uploading, fileserve

Description:
This paper investigates the relationship between the macroeconomy and health insurance coverage for non-elderly Americans. We find that, for men, state unemployment rate is positively correlated with the probability of health insurance coverage in general and through an employer in particular, and that these correlations are only partly explained by changes in employment status. In contrast, the insurance coverage of women and children appears to be insulated from fluctuations in the unemployment rate by public health insurance programs like Medicaid and State Children's Health Insurance Program (SCHIP). We estimate that 984,000 Americans, nearly all of whom were adult men, lost health insurance due to Download Health insurance coverage and the macroeconomy [An article from for free via rapidshare, mediafire, 4shared, dropBox, uploading, fileserve

Social Security and Medicare pdf
Description

Recent policy debates about the future of Social Security and Medicare have been dominated by the issue of personal versus societal responsibility. Significant changes now being considered would increase the level of privatization and tilt these programs away from defined benefit toward defined contribution models. This annual volume of the National Academy of Social Insurance examines the concept of introducing choice into the Social Security and Medicare programs, how it would be defined and structured, and what sort of safeguards would be needed to protect program participants. The ideas, from representatives of the public and private sectors, range from !-tinkering!+ to !-overhauling!+ the programs to make them more responsive and cost-effective. The contributors provide an overview of the history and fundamental values of social insurance, discuss options for reforming Social Security and Medicare, review the benefits and drawbacks of expanding choice options, explore the types of Download Social Security and Medicare for free via rapidshare, mediafire, 4shared, dropBox, uploading, fileserve
