Influenza pdf
Description

In 1976, the outbreak of a new strain of swine flu at the Fort Dix, New Jersey, army base prompted an unprecedented inoculation campaign. Some forty-two million Americans were vaccinated as the National Influenza Immunization Program hastened to prevent a pandemic, while the World Health Organization (WHO) took a wait-and-see approach. Fortunately, the virus did not spread, and only one death occurred. But instead of being lauded, American actions were subsequently denounced as a “fiasco” and instigator of mass panic.
In Influenza, George Dehner examines the wide disparity in national and international responses to influenza pandemics, from the Russian flu of 1889 to the swine flu outbreak in 2009. He chronicles the technological and institutional progress made along the way and shows how these developments can shape an effective future policy.
Early pandemic response relied on methods of quarantine and individual scientific research. In the aftermath of Download Influenza for free via rapidshare, mediafire, 4shared, dropBox, uploading, fileserve

The Dutch Response To HIV pdf
Description

The Netherlands' response to AIDS is widely regarded as well organized and effective. This is largely due to the timely response to the threat of the disease, with a prevention programme starting in 1982. This Dutch example provides an instructive case study for other countries with relevance for policy makers now and in the future. The book documents and discusses Dutch prevention policy: most specifically the prevention policies and activities for various target groups; the focus on prevention research and studies on sexuality and health behaviour; and the emphasis on individual responsibility. Establishing a Healthcare Emergency Response Coalition pdf
Description

In the event of a disaster or public health emergency, individual agencies and hospitals cannot always effectively act alone. In order to provide a collaborative, comprehensive system of planning and response a Healthcare Emergency Response Coalition (HERC) is needed. This book introduces the concept of a HERC and demonstrates why and how a HERC is among the most effective tools for health emergency response and preparedness. Establishing a Healthcare Emergency Response Coalition addresses all matters related to instituting and developing a successful HERC.

This Guide is based on Palm Beach County's experiences during the formation and implementation of their tried and tested HERC—now a national model—and can serve to direct your community in establishing its own HERC. It addresses the most fundamental questions of starting a HERC, such as

- What is a HERC?
- Why do we need a HERC?
- How do we start a HERC
- How should a HERC be structured?

Managing Crisis and Change in Health Care pdf
Description

The authors present material on processes of strategic change in the British National Health Service. In particular, the book focuses on the organizational and managerial response to HIV/AIDS, a health care crisis which became a major public health issue for the NHS in the 1980s. Empirical material is drawn from the response of a number of district health authorities to this epidemic. The authors analyse who drove forward innovation in these localities, how coalitions were formed and how energy was created for change. They also examine the role of ideology. This material should be useful reading for those working in HIV/AIDS management, whether in the health service, local authority or non-statutory sectors. It should also have relevance to managers and students of organizational theory who are interested more broadly in how organizations change. Disasters and Public Health pdf
Description

From the San Diego wildfires to multi-drug-resistant strains of bacteria, communities are facing an ever-growing list of potential disasters. Some events, like pandemic flu or anthrax attacks, are public health emergencies first and foremost. Hurricane Katrina taught us, however, that lack of planning for the frail, elderly, and impoverished population can turn a natural disaster into a healthcare nightmare and lead to needless death and suffering. Emergency managers and public health professionals must integrate their prevention and response efforts to serve their communities most effectively. The structure of each chapter offers an innovative approach to organizing key information: 1. Case Study or Historical Example 2. Disaster-specific Terms Defined 3. Disaster Description 4. Health Threat (Morbidity and Mortality) 5. Prevention 6. Immediate Actions 7. Recovery or Managing the Aftermath 8. Crisis Standards of Care pdf
Description

Catastrophic disasters occurring in 2011 in the United States and worldwide--from the tornado in Joplin, Missouri, to the earthquake and tsunami in Japan, to the earthquake in New Zealand--have demonstrated that even prepared communities can be overwhelmed. In 2009, at the height of the influenza A (H1N1) pandemic, the Assistant Secretary for Preparedness and Response at the Department of Health and Human Services, along with the Department of Veterans Affairs and the National Highway Traffic Safety Administration, asked the Institute of Medicine (IOM) to convene a committee of experts to develop national guidance for use by state and local public health officials and health-sector agencies and institutions in establishing and implementing standards of care that should apply in disaster situations-both naturally occurring and man-made-under conditions of scarce resources. Humanitarian Crises pdf
Description

Since the late 1980s the international relief community has seen its resources and personnel stressed beyond capacity by humanitarian crises--large-scale, man-made catastrophes such as the conflicts in Somalia, Bosnia, Rwanda, Chechnya, Zaire, and elsewhere. Waged within collapsing states, political and ethnic strife targets civilians, causes mass population dislocation and widespread human rights abuses, and impedes the efforts of relief organizations to respond effectively. Covering topics ranging from emergency public health measures to the psychological trauma of relief workers, this volume presents both a seasoned assessment of current practice and proposals for improving operational efforts in the future. The discussion also raises important questions relating to the definition and direction of the overall humanitarian mission.
